2. By Mail
Some states allow motorists to request a replacement registration sticker via mail. To do so, applicants must send in copies of documents that contain required personal details and vehicle specifications. Additionally, you must verify that you renewed your registration and paid all applicable fees. Because you did not receive your registration sticker through the mail in the first place, it is important to make sure that you are sending in the correct documents to the proper address. Also, make sure to verify that your address is up-to-date with the DMV, as delays or cancellations can occur if your file is not updated.
3. In Person
Certain car owners may prefer or be required to visit a DMV office in order to claim the registration sticker they did not receive. During your visit, you will be required to identify yourself with a drivers license or photo ID card. Then, you must provide vehicle-related credentials so that the DMV can locate your records and verify that your registration has been renewed. Because most DMV branches are known for long wait times, it can be helpful to schedule an appointment in advance, if possible. To avoid mistakes that would cause you to visit the DMV a second time, make sure that you are fully prepared to bring the required documentation in person.

Common Reasons for a Registration Sticker Not Received in Virginia
One reason your Virginia DMV sticker was not received might have to do with the emissions inspection. You cannot receive a registration sticker from the DMV without passing this inspection. If you are having trouble successfully completing the emissions test, it is very important for you to contact your local DMV or emissions inspection station and ask questions about why your car is failing the inspection, then take the necessary steps.
If your DMV registration sticker not received, there is also the possibility that you did not receive your tag because you have tickets that need to be paid off. In the state of Virginia, you cannot move forward in the car plate sticker renewal process if you have fines that need to be paid off. You will receive a notification by mail if you have any outstanding fines.
You will not receive a car plate sticker renewal notice regarding a registration update if you have changed your address since your last registration renewal but did not update your personal information with the DMV. All personal information should be updated prior to your registration renewal. Within about a month of moving to a new residence, you have to notify the DMV. Address changes can be done by mail, in person, online or by phone.
Can I legally drive if my Virginia registration sticker was not received?

Additional Consequences of a Car Sticker Not Received
When considering why your car tag sticker was not received, it is important to note that the DMVs in Virginia work with the government to gather delinquent revenue information. Your driving records will indicate any outstanding fees or unpaid citations. You may not be able to renew your sticker until those fees are paid.
In addition to increasing the likelihood of being pulled over more often for not having the correct car tag sticker or inspection sticker, you will also be responsible for new citations depending on the length of time you have gone without the proper registration information.
Steps to Take If Your Virginia DMV Sticker was Not Received
If your Virginia car tag sticker has not been received, you should contact your local DMV and get confirmation as to why that is the case. You can also ask about the whereabouts of your DMV registration sticker in person. If you have completed the car plate sticker renewal process correctly but have yet to receive your new sticker in the mail, it is possible that the document is simply delayed and will arrive later. Otherwise, you will be required to pay for the $1 replacement decal fee.

The U.S. state of West Virginia first required its residents to register their motor vehicles and display license plates in 1905. Plates are currently issued by the Division of Motor Vehicles of the West Virginia Department of Transportation. Only rear plates have been required since 1944.

In 1956, the United States, Canada, and Mexico came to an agreement with the American Association of Motor Vehicle Administrators, the Automobile Manufacturers Association and the National Safety Council that standardized the size for license plates for vehicles (except those for motorcycles) at 6 inches (15 cm) in height by 12 inches (30 cm) in width, with standardized mounting holes.[1] The 1956–57 (dated 1957) issue was the first West Virginia license plate that complied with these standards.
