I have read a significant difference of opinion regarding the origin of this sound. Some have said that it is truly the startup sound in Windows Vista beta (no build number given), others have dismissed it as part of a 'themepack' for Windows XP or from some other source.
Which is true?

I'm pretty sure I've heard this sound used in Vista betas, most likely in the Longhorn era (2004-6). Personally I prefer the one Microsoft ended up using, it sounded a lot better.

Fake.
As in other topics around this forum, Windows Vista Beta & Beta 2 uses the Windows XP Sound Scheme, somewhat later they switch to the ones found Windows Vista (RTM, SP1, SP2).
There were no special sounds in those beta's, the ones that contain some sounds that not made it into the RTM are in NT 5.0 Beta (Windows 2000).
Anything after it uses either the ones from the previous released version and later in the development the ones that are found in the RTM.

This could be a Longhorn around beta 1 (Build 5112).

Vista Beta doesn't use this startup sound. It uses XP Sounds, but after 5536 it changes one sound, so it's still XP Startup Sound, to Build 5840
I don't know why are these sounds in Vista Build 5840, I meant it will be with Vista Sounds. I have tried this build on Virtual PC 2007 SP1.

Thank you for clearing that up, Rob Jansen.. Although I must say that I did like the sound and had hoped it was a part of Windows Vista at one point.
The YT video has a lot of comments speculating its origin. One of the commentators, leimeisei909 states:
'Vista Beta 1, Beta 2, and RC all had the Windows XP sounds. I should know, I had Technet at the time and used all of them. I remember when the sounds from this vid got released on a forum somewhere, and then they were included in a Vista Transformation Pack, which is how people came to believe that they were actually in a Windows build.'

This is fake. I installed 3683~5600 but every build had XP sound theme.
so this can't be real in my opinion.
I don't know these sounds are on Build 5840.

That's not the Vista beta sound? Huh. Actually, I originally thought that was the startup sound for the final version of Vista, so that's something.
So that's not the beta sound. Instead, it was included with Vista Transformation Pack, then someone presumably decided to screw with people and see if they could fool them into thinking that it was the Vista beta startup sound. Either that or they thought it themselves and wanted to share it with people. Seems like an odd thing to do, but oh well. It does sound a lot better than anything they ever had, personally..
EDIT: WHOA WHEN DID I GET ADVANCED MEMBER STATUS WHAT

I'm not sure it's fake. You reminded me of some microsoft channel 9 videos I saw a while ago - The sound of Vista: Robert Fripp
Robert Fripp - Behind the scenes at Windows Vista recording session
http://channel9.msdn.com/Blogs/scobleiz .. ng-session
Making Windows Vista Sing: Robert Fripp and the Vista Melody
http://channel9.msdn.com/Blogs/Charles/ .. sta-Melody
It sounds almost identical to some of the earlier compositions

It is fake, no point in discussing it further, install all available builds and you see (hear) that it is fake.

This may very well be true. I have never installed Vista or any of the publicaly available builds leading up to RTM on any computer with a sound card and so I have no point of reference.
I can't speak to any videos or graphics tacked on to the sound clip in the OP, those could very well be fakes.
What I meant by not fake, is that 7 second sound clip linked by the OP sounds like it _could_ have come out from one the sessions at Microsoft Studios (but maybe never made into one of the publicaly available builds)
If you watch/listen to some of 90 minutes worth of footage I linked above, they can see them experimenting with all sorts of things.

The fake Longhorn sounds have been around for years, and yet people still haven't came to their senses and realized it's not real. Sure they make a good scheme for your computer, but to sum it all up:
• These sounds could be made my Microsoft, however if so they still didn't get put in any builds we know of.
• If not, these sounds were created by a fan. It is unknown why they are associated with Longhorn.
• You can use any known build of Longhorn, Vista Beta or Vista RC and none of them will have these sounds.
• If we can tell the whole Internet that these sounds are fake, people will stop using them, and misinformation will collapse.
So please, if you use these sounds as the Longhorn/Vista Beta ones, please stop. You are a victim of misinformation.

You're a little late to the party. It has already been concluded that it uses the XP sounds.
