The computer does not seem do know that there is an SD card in the reader. The reader is showing up in Device Manager and I tested the SD card in another computer (it's fine). It's a Dell Vostro 1. Does your card reader appear as a drive letter in My Computer? If not, you may just need to right-click My Computer, select Manage, open Disk Management, right click the card reader in the list and assign it a drive letter.
Try uninstalling and deleting the drivers from within device manager. Then re-download the drivers for the Ricoh R5C833 card reader from Dell's website and re-install. My link should bring up the drivers specific to your laptop.
It may also be worth checking that the 'Allow the computer to turn off this device to save power' setting is unticked for the card reader. You can find this setting on the Power Management tab once you have opened the properties for it in device manager.
Failing this, if your laptop is still under warranty - contacting Dell technical support is the next best option. The chat to a technician feature is worth looking at, not sure if they cover Vostro's though - you need to enter your service tag number first to find out.
KezKezIt would help to know what make and type is this card reader, because some of them need an installed driver or are formatted in an exotic manner (although this is quite rare - almost all of them work with the XP built-in drivers).
Also, if the card reader came with a software CD, it might be a good idea to install it.
If this is a USB card reader, you might also verify that your USB hub or whatever is functioning correctly by using another device.

I don't know what caused it but the card started to work again. Beats me what was wrong. Among the steps I tried (written up as a to-do):
- Make sure your card is working. Try it on another computer.
- Try another card on the original computer that is having the issue. These steps should eliminate a bad card from the equation.
- Check in Device Manager to see if your reader shows up there.
- Reinstall any drivers that might be connected.
- Make sure Windows is updated.
And then some of the combinations of readers. I have tried the card in:
- Built-in Vostro card reader
- Motorola USB SD Card reader plugged into the Vostro
- SanDisk USB card reader plugged into the Vostro
- The same SanDisk plugged into an Inspiron laptop
- Built-in Inspiron card reader.

The SD card reader on my Dell Latitude 2120, running Ubuntu 14.10 does nothing when I insert an SD card into it. I unsuccessfully looked for a solution online, and apparently the drivers for the Realtek RTS5208 SD card reader that the Latitude uses aren't included by default in Ubuntu. I found a driver for the card reader (on this page) for Ubuntu 10.10 (Change the OS in the drop-down menu to Ubuntu 10.10, then look under 'Drivers for OS Deployment' to get to the driver.) However, when I try to install the .deb package that is inside of the downloaded .tar.gz package, it fails to install. This is the output I get from trying to install it with sudo dpkg -i realtek-rts-pstor-pcie-media-card-reader-dkms_1.10.10_all.deb:

It's not the same model, but I have a realtek in my HP (RTS5229) and the Realtek drivers from here work perfectly.
TimI also have a Dell Latitude 2120. Just download the driver where it says download and pop your SD card in. Enjoy.

The solution to this problem is to remove __devinit keywords from rtsx.c file. Open the file with a text editor and modify lines 916, 1080 and 1107:

It still wasn't working for me. In addition to the steps provided in the tutorial I had to comment out line 275 .proc_info = proc_info in the rtsx.c file. Now my Dell 2120s sd reader works fine.
After this make, make install, depmod, reboot.

After fresh installing Ubuntu 16.04 x64, it seems like the drivers for the SD card are now included in Ubuntu, as the SD card reader is now working perfectly without any tweaking.
